The most likely reason is that the MIX knob is set fully to the IN (direct) position.
In order to hear the Playback signal, simply rotate the MIX knob in the Monitoring section to the PB position. Fully to the IN position will give you Input monitoring Only, fully to the PB position will give you Playback Monitoring only, and somewhere in the middle will be a mix of the 2.
